What is a 1"-14 thread?

It is the standard marine antenna mount thread, so most VHF antennas and many accessories screw onto a 1"-14 base.

Where should a VHF antenna go?

As high as practical with a clear path around it. VHF range is mostly line of sight, so antenna height matters more than almost anything else.
