Should I replace the distributor cap and rotor together?

Yes, in most cases. They wear together, and a new cap on a worn rotor, or the other way around, can still cause misfires. It's cheap insurance to do both at the same time.

What are the signs of a failing throttle position sensor?

The throttle position sensor tells the engine computer how far the throttle is open. When it fails you may see rough idle, hesitation or stumbling on acceleration, or a warning on the helm display. Match the sensor to your engine make, model, and year before ordering.

Can you diagnose an ignition problem on my engine?
